[Contribution] Building a safer digital order through global cooperation

The digital revolution of the 21st century has brought humanity remarkable advances, fundamentally transforming the way we structure our societies and lead our daily lives.

However, technological progress always brings new security challenges.

Today, the surge in deepfake-based digital sex crimes and the viral spread of sophisticated disinformation are eroding social trust and making it increasingly difficult to distinguish fact from fabrication.

Coupled with advancing phishing scams, cryptocurrency fraud, and memory hacking, these transnational cybercrimes pose a dual threat to both individual daily lives and national security.

To counter increasingly sophisticated manipulation technologies and cyber threats, we must stay one step ahead of criminals through advanced investigative capabilities and a multidimensional global framework.

Given the borderless nature of cybercrime, security cannot be achieved by any single nation or agency acting alone.

Only by combining strong legal frameworks, technological capabilities and multilateral cooperation into a coordinated response can we effectively disrupt transnational cybercrime and stay ahead of those who exploit the digital domain.

In response to these imperatives, the Korean National Police Agency is comprehensively advancing its institutional, technological and investigative capabilities.

We are refining specialized investigative and victim support systems for digital sex crimes, while accelerating the development of forensic technologies to detect and analyze manipulated digital content, including deepfakes.

Furthermore, we are actively pursuing accession to the Budapest Convention to align our domestic legal standards for digital evidence acquisition with global benchmarks while continuously expanding the reach of our international cooperation.

Simultaneously, the KNPA places international collaboration at the core of its operations, strengthening real-time networks with international bodies including Interpol and Europol, as well as key partner nations, global tech platforms and private cybersecurity firms.

Through real-time intelligence sharing and joint operations, we have achieved tangible results — apprehending overseas-based ransomware attackers and phishing syndicates while seizing illicit proceeds. We continue to expand these multistakeholder networks to leave no room for criminal exploitation.

As part of these ongoing efforts to build solidarity and consolidate our capabilities, the KNPA is hosting the 27th International Symposium on Cybercrime Response.

Under the theme “Perfect Cube: Three Dimensions for Shaping a New Digital Order,” cybersecurity leaders from around the world will convene to deepen discussions and strengthen global solidarity across the three dimensions of establishing international standards, enhancing technology and capabilities and fostering operational cooperation.

Cyberspace security can only be fully realized when governments, private industry and the international community unite as one team.

The KNPA remains steadfastly committed to working alongside our global partners to build a safe, resilient and enduring digital environment for all.
